Cell Phone Policy and Regulation 5516

Dear North Warren Community,

As we begin the 2026–2027 school year, I would like to provide an important reminder regarding the district’s expectations for student use of internet-enabled devices, as outlined in Board Policy 5516 that was approved at our August 24th BOE meeting.

In addition to our district policy, New Jersey law (P.L. 2025, c. 195) requires all public school districts to implement a “bell-to-bell” restriction on student use of personal internet-enabled devices beginning with the 2026–2027 school year.

The New Jersey Department of Education defines “bell-to-bell” as the period beginning with the first bell signaling the start of the school day through dismissal. “Bell to bell” means from the 7:35 late arrival bell to the 2:20 dismissal bell. This requirement applies throughout the regular school day, including:

• Classroom instruction

• Passing periods

• Lunch

• Assemblies

• Study periods

• Other school activities occurring during the regular school day

As a result, students are not permitted to use personal internet-enabled devices, including cell phones, smartwatches, and similar devices, during the school day unless an exception permitted by law and district policy applies.

Our goal is to create a focused learning environment where students can engage with their teachers and classmates without unnecessary distractions. Cell phones, smartwatches, and other internet-enabled devices can interfere with instruction, student interactions, and the overall learning environment.

In accordance with Policy 5516, students are expected to follow the district’s rules regarding the possession and use of internet-enabled devices during the school day. Students may not use these devices during instructional time or other times when their use is not permitted by the school.

We understand that many families want to be able to communicate with their children during the school day. If you need to reach your child for an important or urgent matter, please contact the school office, and we will assist you. Families may also utilize the Parentsquare app to send messages directly to their child throughout the school day. The administration team will meet with students this week to review the policy and regulation and it will be fully implemented on Monday, August 31, 2026.

We ask that parents and guardians support these expectations by discussing responsible device use with their children before the start of school. Consistent support from home and school will help us maintain an environment that promotes learning, positive relationships, and student well-being.
